Study On The Function Of Government In Home-care Service

With the arrival of population aging in China, the traditional family pension mode is threatened and the institution pension mode has many problems. In this context, the home-care model has been widely accepted and advocated. Our government also vigorously advocates the development of home-care services. Home-care originated in the England, it's called community care in England. The concept of home-care in China firstly began in 2006. So far, there are still many problems to be solved, although we have made some progress. The solution of these problems depends on the function of our government. It is of great importance to study on the function of government.This article proposes the theory framework based on related theories and studies. It analyzes the situation of the development of home-care service, via some questionnaire and interviews, taking Tianjin for example. Then it does some empirical analysis, confirming that there are many factors affecting the satisfaction, such as home-care center, elders' restaurant, policy implementation, quality of service, attitude of service personal, and so on. So our government needs to pay attention to these factors. Finally, this article analyzes the shortages of function of government and puts forward some related suggestions.The development of home-care service needs a long-term process. On one hand, it depends on the function of government, which pushes forward the development of home-care service.On the other hand, it depends the mind transmission and support of the aged, which pull the development. Only in this way, can our home-care services achieve sustained and rapid development, and can the aged be guaranteed.
