Nowadays, water pollution incident has been serious threat to water safety and water quality and became a serious hazard. Water pollution incident has become a major aspect of local government to deal with public crisis, but also directly affect our social stability and harmonious development. Now, our government public crisis management system has been initially built, with some response capacity and resolving efficiency of public crises. But local governments to carry out the specific implementation process of crisis management, in particular communication problems still exist more or less deal with crisis events. Thereby worsening the situation, the expansion of the social order of incidents confusion. Therefore, it is very important to find the issues in the communication process of public crisis, analyze the causes of problems, and improve the communication mechanism in local government public crisis management.In this paper, literature research combing the research status of domestic and foreign public crisis information communication; Summed up the public crisis of meaning, features, integration of public crisis management in the general theory of information communication, It describes the role and importance of public crisis information communication; In this paper, case analysis, combined with Lanzhou City4 ? 11 water pollution incident, describes the basic sequence of events, as well as local government before, during, and afterwards the various stages of communication countermeasure, Summed up the lack of countermeasures exist and analyze problems causes. Finally, the optimization of the internal structure of the government, to build multi-agent communication mechanism, improve the information disclosure system and the power of the media is focusing on four levels and other information on how to improve the government's public crisis of communication proposed countermeasure recommendations.
