Since 2003, some local governments in China have made of government employees as a new personnel management system of the attempt, it is government innovation mechanism, the introduction of an important measure of the government in urgent need of high-end talent. As a new thing, academic circles of government employee system of some positive studies, but the theoretical foundation of the system of government employees on is not perfect, its practice has yet to be further explored and improved. This article attempts to Zhuanghe employee system implementation as an example, through the relevant theoretical analysis, in reference to the basis of domestic and foreign government employees of practical experience, Zhuanghe Government Employee System for the implementation the problems encountered in the process, puts forward the idea of perfecting the system of government employees, in order to achieve the public sector scientific and rational human resource configuration, improve public service quality and efficiency of the government departments provide a useful attempt. This paper is divided into four chapters. The first chapter mainly introduces the research background, the domestic and foreign literature review and evaluation, research ideas and methods, research content and this innovative attempt; the second chapter of Zhuanghe implemented the government employee system analysis and description at present, the implementation of government employee system status, including about the main practice and characteristics of the Zhuanghe government employee system and the Zhuanghe implementation effect of government employee system to carry on the depth of interpretation. Chapter three the Zhuanghe Government Employee System in the implementation of the existing problems and the causes of the causes of the problem analysis; chapter four of Zhuanghe and better implementation of government employee system, put forward the corresponding countermeasures. Finally, the future development of government employees to think, trying to make it to the local government cadres and personnel system reform to provide some useful reference and help.
