Customer participation evaluation is an important direction for the development of public service evaluation in the future,and community public services are no exception.The living standards of people have increased,and the contradiction between the supply of community public services and the actual needs of residents has become increasingly prominent.Especially,with the continuous improvement of residents' participation awareness and ability,how to "improve the quality of community public service by residents' participation assessment" has become a hot topic.However,from the existing research literature,more attention is paid to residents' participation at the general level,and less attention is paid to residents' participation in community service evaluation.Moreover,the existing research finds that the two ends of "administrative mobilization" and "residents' autonomy" are mostly wavering.Under the mobilization mode,the government has a strong dominant color,which generally ensures the orderly participation,but it has occupied the space for residents to participate independently;The autonomy approach emphasizes the initiative of participation,but the fragmentation and disorder characteristics are easy to cause confrontation with administrative forces.There is a shift between the two.In the context of China's reality,why is it difficult to be compatible between "mobilization" and "independence" ? Is it possible for administrative mobilization and resident autonomy to be compatible in the field of community residents' participation in public service assessment?Around these issues,the paper focuses on the tension between "administrative mobilization" and "resident autonomy".Focus on residents' participation in community public service assessment,relying on the policy process of democratization theory and governance theory,Using literature research,multiple case comparisons,social interviews,etc.Study why the two are used to repel,and explore how the two are compatible;Through a comparative study of the two cases of "strong mobilization and weak autonomy" and "strong autonomy and weak mobilization",To explore the practical dilemma of mutual compatibility between mobilization and autonomy in residents' participation in assessment,Finally,on the basis of analyzing the causes of the dilemma,refining the optimization path that leads to effective compatibility between the two.Specifically,this paper mainly includes the following contents:First,on the basis of literature review,define the core concepts of administrative mobilization-type residents' participation,residents' independent participation,and public service evaluation.We can draw lessons from the theory of policy process democratization and governance theory to provide a theoretical basis for this study.Secondly,through the analysis of the comparative advantages and dimensions of community residents' participation in service evaluation,the author proposes four dimensions: the motivation,institutionalization,rationalization,and application of evaluation results.Refine two modes of service evaluation,namely "administrative mobilization" and "residents' autonomy".On this basis,this paper discusses why mobilization and autonomy are difficult to be compatible,and studies the possibility of residents' participation in service evaluation from the perspective of tools-value-target.In order to verify the theoretical findings,we conduct empirical research.Taking Youquan community of Haining City as the research object,and selects the stories of "advanced food" and "garbage classification" as examples.They represent the two types of methods: "strong autonomy and weak mobilization" and "strong mobilization and weak autonomy".Based on the above four dimensions of residents' participation in the assessment,we carry out a comparative study of the cases,summarize the mutual accommodation and exclusion between mobilization and autonomy in the two levels of cases,extract the reasons why they are difficult to be compatible.Then,based on the findings of the case study,We analyzed the possible difficulties and causes of residents' participation,It mainly includes: the contradiction between the "central work" and the actual demand under the selective mobilization of the government,the dilemma of the conflict of the dual agency role of the community,the cultivation and development of the volunteers lag behind the reality of the dilemma,the dual dilemma of the weak publicity and the weak autonomy of the residents,etc.Finally,we propose an optimization path of "mobilization and autonomy" from the four dimensions of residents' participation in service evaluation.Change the concept of participation to enhance the motivation to participate in the assessment,improve the participation evaluation mechanism to improve the institutionalization level of participation evaluation,improve the participation of the main body to ensure the participation of rationalization,strengthen the government response to improve the participation of the results.
