Analysis Of The Role Of Local Government In The Home-Based Care Services For Old People

The global population structure has been gradually aging, China entered the ranks of aging countries in 1999,and has become the most serious country in the world. Population aging in China has the characteristics of large number aging population, fast aging speed and unbalanced regional development. With the continuous deepening of the population aging, pension service demand increased year by year. With the development of social economy and the implementation of 80's family planning policy, relying on traditional family pension has been unable to meet the demands of the elderly, contrary to the rapid growth of demand, pension services is less than the pension supply capacity, in this context, home care as an alternative to the traditional family pension and institutional pension is unsuitable for China's national conditions, the way of providing for the aged is increasingly popular. Multiple supply and home-based care services have become a realistic need, home-based care services is a kind of social welfare. The nature of the quasi public goods determines the important role of the government in the provision of home care services.In the paper, first of all, the concept of home care, traditional family pension and pension institutions should to be distinguished. And cited the HongKong and Japan home care service in the case of theory basis, analysis the role of the local government in the home care service. Combined with China's national conditions, our country is in the situation of "old before getting rich",we are getting into a situation of population aging, and home multiple suppliers in the practice of pension, According to the experience of developed countries and regions, the domestic situation of the local government should play the important role in the home care practice.Secondly, taking Nanjing city as the starting point, using field observation and in-depth interview research methods to understand the status of home care in Nanjing, exploring what role the government should be played in the home care service and how to play the role. Field observation and in-depth interview were conducted in three communities of Nanjing City. Emphasis is on the analysis of the government in the supply of resources, personnel training, social organization cultivation and supervise problem. The new idea of the government in the home care service is discussed, and puts forward the suggestion of perfecting the government's role in the light of the problem.
