In the era of new network, information transfer presents characteristics such as pluralistic, widespread and interactive. The emergence of new media represented by Internet contributes to the high level of freedom of online speech. It can be said that, the new media is a double-edged sword, both can eliminate the public crisis, also can cause the public crisis.The new media is more public crisis of free expression because random Internet users form a "butterfly effect" caused,Internet users can post comments, views and opinions on the network, causing users to follow suit other reports,and random clicks, comments, forwarding, and thus the formation of public crisis cyberspace, causing strong public effect, and even lead to real-life public crisis.As China is a country where public crisis frequently occurs, highlights the profound influence of the media and media management problems. Cyber media provide too much freedom for expression will make the public events unpredictable and formation of a chaotic system.
