Community Participation Is Not The City Of TaCheng XinJiang Dwellers Action Logic Research

China is currently in the process of social transformation. Working unit is disappearing slowly and the process of urbanization is rapidly developed which create a phenomenon that "unit" and the "social" persons are coexisting now. In the meanwhile, the basic social organizations are losing and ties of social identity are breaking. Therefore, community building and governance seem increasingly urgent. In the recent days, the lack of participation of community has become one of the main difficulties of community autonomy and development.An example in Tacheng, Xinjiang province shows that participation of community residents is in frustrating institution. The author tries to use Schutz’s phenomenological sociology to transfer the phenomenon of participation of various community activities to how to build awareness for a variety of intentions of community participation. Community residents to participate in community activities can be interpreted as indicators of community residents in the world.In this paper, approaches, such as depth interviews, observation, data collection are adopted. A certain amount of quantitative questionnaires is applied as supplement. Community residents embedded in the living world contain family, working unit, friends, classmates and other community residents constituting "the surrounding world" which become a major source of sense of context of community. Looking at community work through the context of the experience of community residents in the working unit and families, the community is regarded as a unit with less relationship with their own because of lack of governance and imperfection of community staffs. The participation of existing community recreational activities is introduced in the main way by acquaintances which results in the community identity of small groups is much higher than the whole community’s identity. The activities are apparently belonged to community, but actually belonged to social participation in personal. Community from working unit families has strong cohesive force. As to community residences in commercial real estate later today, a sense of community is very low between the same internal community residents. The low community participation manifests the low community identity.Residents measure existing community activities with their own living standards and consider the community activities boring or general quality, or just because of their lives themselves are too busy which leads to prevention of the participation of community activities. In order to complete the task, the community superiors may mobilize the serving staffs through administrative means and low-income families involved to the community activities which causes complaints from community members. Meanwhile, the community is involved in a lot of elderly people, low-income families, unemployed persons and other disadvantaged people which makes advantages psychological resentment to community activities. In order to avoid contamination from disadvantaged groups, they refused to participate community activities in the performance of the external action.
