Research On Reform Of Administrative Examination And Approval Process For Construction Project

The administrative examination and approval is one of the main way of the construction project governmental supervising in China. This was mainly formed in the planned economy period. However, with the rapid development of the socialist market economy, the disadvantages of traditional control-oriented administrative system appeared gradually. The construction project need to get more than fifty administrative approvals from more than ten institutions from the proposal stage until the completion and acceptance stage. Because of too many administrative approvals and unreasonable approval process, the government and construction unit spend a lot of resources. Therefore, the research on reform of administrative examination and approval for construction project has very important meaning.This research stands in the perspective of government. The main research method used in this research are literature research, field research and case analysis. The research bases on the New Public Service, Super-Ministry Reform, Government Process Reengineering and the experience of the government management of construction project in some developed countries or regions. After introducing the present administrative examination and approval of construction project and its problems, the research expounds the reform proposals of administrative examination and approval of construction project through four parts. Then take the administrative examination and approval of construction project in Qianhai Cooperation Zone as a case study, to discuss the results of the reform proposals in practical use.Through theoretical and practice research, the research has the following conclusions.(1)The reform of administrative examination and approval for construction project starts from the transformation of government functions, bases on optimizing the division of government institutions and take approval process reengineering as the core.(2) We should promote the transformation of government functions, optimize government services and innovate government service mode in the reform.(3)The super-ministry reform of local government should start with the redistrict of the functions.(4)In the approval process reengineering, in order to improve the efficiency of the examination and approval, we could adjust the repeated approvals, combine the related approvals, and try some new way of approval.(5)In the reform, we also should establish a upper and lower linkage between the central government and the local government; improve the mechanism of public participation; improve the industry association management; strengthen the communication and cooperation between institutions; build a comprehensive regulation mechanism.
