The proposed "modernization of state governance systems and governance ability" raises profound logical propositions of administrative reform. And the local county government leadership changes of county government help to advance the process of governance in changes of public administrative. The county government complex leadership theoretical model of this study is proposed on the basis of political philosophy input of "modernization of governance ", increasingly complex governance requirements in county local governments and under the background of the complexity scientific of the rise paradigm proposed.Based on China's realities, we observed changes in the leadership of the County government leaders facing external pressures, from the perspective County government functions duties' evolution since the founding of the State. Under certain background, contradiction between external pressure and the internal structure of county government leadership of its own, resulting in leaders' adjustment disorder behaviors. They are: unicity dimension of county government leadership, lack of leadership interaction and imbalance leadership functions. Based on the "governance" basic concepts and norms, we identified the cause of three kinds of county government leadership adjustment disorder are: "government-centric” one-way governance, lack of "interaction" between county government and other governance body and ignorance of municipal " re-balance "feature in governance system.Based on complex adaptive system's main research, we confirmed the three main types of County government leadership :(1) leadership based on hierarchy, control and cooperation of the traditional concept of administrative to be formed—— Administrative Leadership;(2) occurring from dynamically adaptive capacity to respond changes——Adaptive Leadership;(3) like a complex adaptive system, leadership as the structure and condition of the leader conferred enable organizations to produce the best creative problem solving ability to adapt to enabling skills and learning ability——Enabling Leadership. Based on the theoretical analysis strategy of Thompson Organization's "open systems and closed systems integration" analysis framework, we constructed county government by the three dimensions of " administrative leadership", "adaptive leadership" and "enabling leadership" to form the County leadership complex theoretical models. The theoretical model including three kinds of leadership within the existing "Executive Responsibility System" leading institutional framework, based on changing governance environment, to play an open, adaptive, dynamic leadership capabilities and strength, responded to local County government administrative environment, including the "effectively cultivate governance body ", "construct the governance network" and "flexible use of governance tools", as well as taking into account the dynamic interaction between market, social and administrative system. This study is a beneficial exploration with a view to the application of complexity of science to the public administration, and it provided theoretical guidance for the practice of County government leadership.
