Currently, oil tanks are the most common way to oil storage. However, due to its physical and chemical properties of oil, there have a great fire safety hazards during storage, coupled with great harm of the oil tank area's fire accident. Based on this, we choice northern shaanxi oil tank area to research.Through risk analysis for crude oil, we concluded that crude oil have potential danger(such as fire, explosion, leakage) and direct harm(such as oil and gas poisoning). The Preliminary Hazard Analysis is used in potential accidents analysis of storage tank area, concluded that most of the accident is fire and explosion in tank area; by major hazard installations identification, tank area has come to constitute a major hazard. Therefore, it is necessary to conduct a detailed tank area fire safety risk analysis and evaluation.we divide the fire safety evaluation into accident evaluation and systems evaluation. Selected the pool fire model and the fire and explosion hazards exponent method to evaluate the consequences of the accident. Drawn the scope of the accident is a circle with a radius of 44.8m, the center is the center of the tank, destroying an area of 6302.1m2, the actual maximum possible loss of property caused by the accident is 0.502A(A is the replaced value expose in accident); used fault tree analysis to clarify the logical relationship between the fire and the reason, drawn that it has 17 possible ways to prevent tank area fire accident, the impact on the biggest event for the tank fire accident is ignition and combustible material meet, ignition reach to a minimum ignition energy, oil and gas' s concentrations reach flammable. using AHP combine Fuzzy Centralization Statistical conducted a comprehensive analysis and evaluation for this oil tank area's fire safety, drawn the security level of the risk is moderate, the higher risk indicators is water extinguishing systems, flammable gas monitoring systems, fire protection embankment, weather conditions, the local fire brigade in police, water source and etc., and based on the evaluation results, we concluded some corrective advice and accident prevention measures.FDS used to fire accidents simulation of tank area under different wind velocity, divided the unprotected people, firefighters, and tank layout hazardous areas under different wind velocity, specify the adjacent tank's wall and roof hazardous locations under different wind velocity, The results might give important guidance to fire fighting, rescue and evacuation. And concluded that under the action of the wind, the heat release rate of the tank has a tendency to increase; Calm Wind conditions, the heat radiation is evenly distributed in all directions, and the wind conditions, the maximum intensity of the heat radiation moving to downward of wind, and as the wind speed increases, the maximum heat radiation intensity and offset range was increase.
