| The wave of economic globalization fosters the international population frequent flow and migration activities. The introduction of talent has become one of the important immigration issues in the world. In the latter half of 2015, the refugee crisis brings trouble to European countries, which calls much attention. With the development of globalization, the Europe and the world encounter the immigration problem and talent introduction strategy. As a traditional immigrant country and the most important immigrant destination all over the world, the United States has formed its unique immigration and visa system, after several immigration waves together with the conflict and fusion between different immigrant groups. In other words, the immigration history is the same as America's history. The immigration problem of the United States presents different posture in different phases of history, so does the U.S. government's immigration and visa policies. It has established integrated, scientific, reasonable and efficient immigration and visa system step by step. The thesis studies the different immigration and visa policies and its influence against a background of different politics and society of five historical stages on perspective of talent introduction strategy. The thesis makes a brief talk on the U.S current visa policies, including management institution, visa categories, issuing objects and administrative remedy system. Taking the "911 "terrorist attacks as point of penetration, the thesis discusses the relations between immigration policy, politics, economy and society as well as interaction effects. Finally, the relationship and interaction between immigration policy and talent introduction strategy are discussed.In terms of Chinese visa management system, the thesis traces back to the legislative sources and discusses legal basis of Chinese visa management system, from two angles of domestic and international law according to time sequence. In terms of Chinese visa issuing authorities and management procedure, the thesis analyses the system construction, the rule of procedures and category changes before and after implementation of "exit and entry administration law of the PRC" It also discusses the management policy of foreigners' permanent residence based on some relative data. Taking Sichuan Province as an example, the effect of the visa management system on attracting foreign investment talents is discussed.Compared the U.S and China's different immigration and visa management system, the legislative basis, management mechanism, the specific visa issuing rules and the green card management system, the thesis discusses the shortcomings of the concept, visa classification, legal system, remedy guarantee and management mechanism. Referring to the U.S immigration and visa policy system, the thesis puts forward practicable suggestion to mechanism reform, function integration, visa design and visa-supporting system. The suggestions includes building centralized management organs and more classified visa sorts, designing a visa conversion mechanism, optimizing the service and management of foreign talents, targeting individual visa, building visa priority system. It also suggests establishing work visa environment tested by market and a list of professional shortage, improving the immigration laws and regulations construction, forming the pluralistic management system led by the government, establishing a comprehensive overseas personnel management information data network, introducing the electronic form of visa, such as high-tech support measures. By in-depth thinking and improving the adjustment and reform, the thesis advises China gradually form "unitary foreigners management system" according to the trend of economic development, social status, the trend of immigration, in order to improve the national talent introduction strategy and provide scientific and effective support for building an innovation-oriented country which is rising peacefully and developing stably. |
