Study On Countermeasures Of New Rural Community Governance In Huai'an

Rural community is the basic unit of the rural social service management.In the process of the social development,it is gradually formed as a new type of geo-groups and regional society.Its governance not only reflects the economic development and living quality in a region at micro and middle level,but also has significant meaning in constructing the new socialist countryside,promoting the national modernization construction and realizing a smooth transition of the society at macro level.With the acceleration of the new industrialization,informatization,urbanization and agricultural modernization with Chinese characteristics,the rural society in China is undergoing profound changes,the "terminal-regime" governance which the main body is the traditional administrative villages appearing to gradually disintegrate and transform,and the grass-root governance which the main body is the new rural community facing many new situations,new problems and new challenges.Meanwhile,the stage characteristics of system transition and structure transformation of economic and social development provide rare historical opportunities and realistic conditions for the formation of new rural community governance model.First analyzing the related literature and theories,this thesis clarifies the related concepts and theoretical principles of rural community governance.On the basis,from the achievements,the main problems and cause analysis,etc.,the thesis analyzes comprehensively the current situation of Huai'an rural community governance.Then,learning from the experiences of part of foreign and domestic rural community governance,combined the current China's actual conditions and reform requirements,the thesis proposes some beneficial measures and suggestions for the reference of future rural community governance in Huai'an from six aspects of strengthening community mass education and instruction,community service facilities and safeguard,community governance resources integration and system standardization,community worker team construction,and the leadership of community Party branch.The thesis emphasizes that in accordance with compound requirements of both the management and service,a new"self-governing,service-type,grid-based,democratic,collaborative and intelligent" rural community governance mode,which has the characteristics of co-construction and sharing,should be formed.
