The Management Strategy Study Of "Two Types Of Vehicles" In Wuxi City

Since the beginning of this century,due to the accelerated process of urbanization in some cities,Newly developed areas and suburb towns has attracted a large population.However,the traffic planning,public transportation and microcirculation transport facilities in these areas failed to keep up with the pace of development,causing problems for the short-distance commute and logistics.Driven by huge demand and interest,the phenomenon of illegal operation of disabled wheelchairs and motorized tricycles in the city is becoming a big social problem that is hard to resolve.Through the operations of joint law enforcement and other management movement,the flooding of these two types of vehicles had been contained to some extent in a certain period of time.As the operations get deepening,the gambling between the “two types of vehicles" and administrative law enforcement departments however,gets more and more prominent.During the morning and evening traffic peak,at large business centers and areas without buses,the rampant of the "two types of vehicles" has seriously endangered the traffic safety,and has even become one significant reason of traffic accidents.The growing numbers of "two types of vehicles" has cast doubts on the government's ability to govern,and has severely restricted the development of urban transportation.Based on the basic theory of policy tools and so on,with the empirical analysis of the current management mode,this paper will discuss the difficulties and countermeasures of the management of "two types of vehicles" in Wuxi city.First of all,starting from the theoretical basis,this paper will analyze the factors that affect the selection of policy tools,the development and classification of policy tools.It will also analyze the interest gambling in the governance of the "two types of vehicles" and the origin,background and character of the governance theory.Second,this paper will discuss the causes of the flooding of the "two types of vehicles" in Wuxi.We will analyze the existence mechanism of the "two types of vehicles" with game theory.We will also elaborate the difficulty of governance by going through the legal fundamental and reality background.Third,this paper will draw on the experience of cities such as Shanghai and Guangzhou in the governance of the "two types of vehicles" to find out the policy options for governance.Finally,this paper established the “two types of vehicles”governance model of multiple policy instruments application strategy,created two path options for optimizing the governance of the “the two types of vehicles”in the city: one way is the innovation of governance method and system.The other is the innovation of governance subject and mechanism.
