China is the most populous country in the world;The ageing population is becoming China’s basic conditions of the nation.As Beijing entered into aging society since the year of 1990,the degree of aging is gradually deepened.It is estimated that the elderly population in Beijing will reach nearly 4 million in 2020,and it is expected to enter severe aging society in 2030.the problem of supporting old people has become severe social and family issue.With the development of social and medical progress,particularly Chinese family structure undergone great changes,from the original pagoda inverted into triangular structure,in other words from a number of children and grandchild took care of two elderly into the status of a couple need to take care two or even four elderly."421"families makes the past traditional family pension increasingly overwhelmed;while the important role of the institution pension has become increasingly prominent.In this article,the theory of welfare pluralism,social support theory,Maslow’s hierarchy of needs theory are taken as the theoretical basis,the basic concept of institution pension are cleared and defined.The status of domestic and foreign institution pension are summarized,which provide a reference for the research in this article.Taking Beijing as an example,the institution pension status is selected for study,through a series of social science research methods,this article focus on the development status of Beijing institution pension to find the problems,analyze the causes,learn from relevant successful experience of other countries and regions and explore counter measures to solve the problems.Research shows:Currently,the service pattern of Beijing institution pension has taken shape,but there are still pension institutions operations are facing difficulties and problems,such as loss in profit,the allocation of resources is not balanced,professional level of service needs to be improved,pension management procedures need to be further strengthened,etc.This article refers British institution personalized pension model,German model of institutional pension professionalization,the Swedish model of welfare-type pension,Japan model of pension diversification,Australia layered model and the institution pension experience in Taiwan,and generally summed up as "humane,diversified,professional,market-oriented and industrialization".The institution pension issues in Beijing are herein studied in depth,and causes are analyzed.It noted that the fundamental reason is the influence of traditional ideas of pension,getting old before getting rich bring greater challenges for our country,and the insufficient state overall planning to deal with an aging population;the direct cause is lag of pension policies and regulations,lack of pension professionals,lack of special funds to support,coordination mechanisms are not yet fully established,and inadequate guidance of social capital investment injected into pension services industry,etc.Combined pension experience of foreign developed countries,Hong Kong and Taiwan,starting from the status of Beijing population aging and existing problems of institution pension,from the three dimensions of government,professional services model and security system,the author proposed measures for the institution pension.To further clarify the orientation of government functions,increase government funds investment,open up financing channels,Guide social capital to promote the development of institutional pension,to coordinate pension resources and medical resources to layout the suburbs.to explore the formation of specialized operating social rely-on services new model,adhere to the people-oriented pension concept,provide diversified high quality services,implementing education and training system,improve the personnel overall quality,improve the management assessment mechanism to ensure scientific benign operation,improve the status and treatment of practitioners and stable pension institution services team.To enhance professionalism and professional construction.Guide the whole society to form "pension for the old" ideas,open up financing channels,increase revenues,develop volunteer organization,and stable the volunteers’ teams.Establish and improve the Beijing style pension service policy system,to establish and improve pension policies and regulations as soon as possible.This article strives to provide the theory reference for the development of Beijing pension institution towards the direction of "humane,professional,industrialization,diversification and informatization",and hopes to provide some inspiration for the development of more effective institutional pension service policies.
