The Construction Of The Rural Old-Age Security System In The Western Region Of China Under The Background Of The New Urbanization

The aging of the population is now sweeping China, the western region as the Chinese less developed region, due to the limit of the natural conditions and regional economic development level, has its own vulnerability in response to population aging. Put forward along with the requirements of the development of new urbanization, population transfering to city, changing of idea and way of life, and a series of social changes, old-age security of farmers in the western region as the decisive factor of western social development in the future is an important livelihood issue to be studied and solved urgently. It is related to the vital interests of the farmers in the western region, related to society harmony in the western region, related to the new urbanization can or cannot become an important opportunity for the rapid development of the western region, related to the nationwide regional coordinated development, related to the future direction of the socialist market economy.Based on this, I use the theory of Welfare Economics, the theory of multiple levels of pension security and the theory of Institutional Economics, through literature research and analysis of static monitoring and dynamic combination of inductive and deductive methods, focusing on the research of present situation of old-age security in western rural areas in the background of the development of new urbanization. With the micro economic model - supply and demand, I studied the balance of old-age security in western rural areas in the two aspects of supply and demand from the social pension, family support, institutional care and community service, and based on these, I established the security system for western region farmers, to meet the pension needs of farmers, improve the quality of life of elderly people.Through the study, the following conclusions are acquired:First, the rural old-age security in the western region is in short supply. Social pension, family support, institutional care and community service are inadequate, there is a lack of protection of farmers' life in their old age;Second, it is important and necessary to construct the rural social security system in western region. Self support, mutual support, social pension, family support, institutional care and community service, with these five aspects, the western region rural old-age security system can meet the different levels of the elderly pension needs, protect whatever should be protected.Third, relevant policy recommendations including:vigorously develop the agricultural modernization in western areas; accelerating urban and rural overall planning; inherit filial piety culture; invest to build the pension agency; establish community care services system; improve the level of old-age security of peasant in the western region; with Chinese characteristics, gradually build model of rural old-age security system under the background of urbanization.
