Longwan Study On Strengthening The Construction Of Rural Party Members Under The "Two Learning And One"

Under the background of the whole China Communist Party carrying out the “ Two Studies,One Action”,the team construction of the members of CCP has a great significance for strengthening the construction of rural organizations at the grass-roots level.This paper described the related theories about the team construction of the members of CCP,as Longwan District of Wenzhou in Zhejiang for example,found out the possible problems,analyzed the causes,proposed the measures.Through the research,the problems of the team construction of the members of CCP in Longwan performed as follows: First,the mechanisms of Assessment and management of the rural members of CCP were not perfect,such as the system of the indexes,the evaluation mode,the assessment procedure and the authority of the results using;Second,the development of the rural members had some problems such as inbreeding,non-standard and incomplete procedures;Third,the incentive mechanism was going to be improved,the inadequate understanding of the impact of the motivation made the short of the investment;Forth,the disposition of the unqualified rural members was not effective,as the results of the effortless and weak awareness of Party building,not unified and accurate standards of the disposition;At last,the effect of the “ Two Studies,One Action” in rural areas should be consolidated by balancing between the organizations,strengthening the subjective initiative and learning deeply.The measures of strengthening the team construction of rural members of CCP in Longwan are following: First,propelling further of the "Two Studies,One Action" by the trains to improve the learning capacity,the door to door service to improve the learning quality,the micro-classes to improve energy,the competition to enhance the effects;Second,propelling further of the "Two Studies,One Action" by the advanced appraisal work of the members of CCP;Third,propelling further of the "Two Studies,One Action" by selecting excellent secretaries of the organizations;Forth,propelling further of the "Two Studies,One Action" by effect disposition of the unqualified rural members;Fifth,carrying out the project of Red Cell to improve the whole quality of the members of CCP,promote the exerts,make the district connections between government functionaries,village cadres,members of CCP and the crowds;At last,developing the village collective economy to lay the foundation of role-play of the political function of the village Party organization.
