Public servant assessment is of vital importance for government's human resource management and plays a fundamental role in public servant management.Through years of practical exploration and based on institutional theory and practical experience of public servant assessment in developed western countries,China's public servant assessment has made rapid progress where a number of laws,regulations,and policies are unveiled.However,due to a rather late start,China's public servant assessment is yet developing and has a long way to go in terms of theoretical innovation,institutional improvement,and working practice.Hence,to develop and perfect the institutional system of our public servant assessment management is practically significant.At present,China's public servant management confronts great challenges.With the dramatic development of e-government,the ways and means of public servant assessment are in urgent need of improvement,which requires efforts to develop our legal and institutional system and promote management performance of public servant assessment,so as to accelerate the construction of a highly qualified public servant team,which is consistent with our aim of comprehensively advancing the rule of law as proposed at the fourth plenary session of the 18th CPC Central Committee.In this paper,by reviewing the public servant assessment theories and practices at home and abroad and analyzing the status quo and existing problems in China's public servant assessment management,the author attempts to present his thoughts on how the law rules public servant assessment management as well the route to realize the rule in e-government age and propose some suggestions on improving legal and institutional system of China's public servant assessment management.
