| Since 2004,the construction of service-oriented government has rapidly become the focus of attention of all sectors of society.During the ten years of service-oriented government construction,local governments had emerged a number of excellent examples of public service innovation.These provided examples for other areas to learn from and empirical bases for the central government to make the public service decisions.A large number of outstanding examples of public service innovation practice contain important experience of service-oriented government construction in our country.On the basis of a large sample of public service innovation cases,whether it can explore the elements and logic of the diffusion of service-oriented government policies and whether it can develop the path and experience of service-oriented government proliferation.These are questions worth exploring in the policy perspective.Therefore we could find the internal experience and inadequate of service-oriented government based on multi-case database from the perspective of policy diffusion.We can also make more practical recommendations to improve the content of service-oriented government in policy diffusion.This paper mainly uses the method of text analysis to construct the database,and analyzes the diffusion of service-oriented government policy on the basis of large sample empirical case.This paper sorts out the local government public service innovation cases reported by the People’s Daily from 2004 to 2014.Gradually conducted sample selection,text retrieval and coding to build a local government public service innovation case database.We can get the three elements of service-oriented government diffusion with the view of public service innovation as the breakthrough point by examining the main administrative level and the distribution of public service innovation,innovation field and the type of innovation of service-oriented government,and the diffusion media in the database.The paper analyzes the temporal and spatial path of the diffusion of service-oriented government by exploring the historical evolution of the service-oriented government under the time dimension and the trend of upper and lower diffusion of the service-oriented government and the diffusion gradient between the service-oriented governments.This paper has some conclusions about the driving force and advanced experience of service-oriented government diffusion through the independent analysis of the five provinces with active public service innovation which are the driving force of the diffusion of service-oriented government policy.On the basis of in-depth analysis of the database,we can get the following conclusions.The main roles of the local government service are the provincial governments and the municipal governments in the economically developed areas.The innovation of public service presents the scale spread from province to city and from the city to the town.The driving forces of the diffusion of service-oriented government,the five main sources of diffusion,are respectively Guangdong Province,Zhejiang Province,Jiangsu Province,Shanghai City and Beijing.We conclude public service innovation ideas and successful experience that can be learned by other local governments by analyzing these provinces.Public service innovation is mainly concentrated in the field of social security,employment,health care and culture and sports.These fields are the main contents of service-oriented government diffusion,but also the key areas of government functions change.Under the action of diversified diffusion media,system innovation and service content innovation are the most easily been accepted innovative types of local service-oriented government construction.In addition the system innovation is mainly based on the equalization of urban and rural resources.And we believe under the new impetus of the Thirteen Five Plan basic public service equalization innovation will be more emerging.The service-oriented government policy presents an abnormal S-curve diffusion path in the time dimension and in the spatial dimension it shows the diffusion path from the bottom to the top and the diffusion path of the advanced area to the follow-up area.Based on the analysis of the database,this paper explores the logic of the diffusion of service-oriented government policy in local government.We can sum up the experience of service-oriented government construction to improve the service-oriented government content with the empirical evidence.It can provide more ideas and views for deepening the construction of service-oriented government in our country in the perspective of policy diffusion to perfect the mechanism system and construct the system guarantee from the macroscopic level and to improve the concrete action of the service-oriented government content. |
