2017,not only the year of 19 th session of the National People's Congress,but also the key to build a well-off society in an all-round way.In March 2017,the state council issued the " 13 th Five-Year Plan consequences-in promote equal basic public services" planning ",It is a comprehensive,basic and guiding basis for the construction of basic public service system in China's" 13 th Five-Year Plan "and even for a longer period of time.The equalization of basic public services has mention to new heights.However,the non-equalization of urban and rural basic public services is accompanied by the uneven development of urban and rural development,which is a long-term problem.Xinjiang is located in the west of China,is the border ethnic minorities,the social environment is complex,cultural content diversity,the basic public service equalization has its complexity and particularity.This paper uses the literature review method and the comparative analysis method to carry on the theoretical research,takes the related concept and the theoretical foundation of the basic public service as the starting point,through the basic education of urban and rural areas in Xinjiang,public health care,basic social security,infrastructure construction and labor employment.This paper summarizes the current situation of the development of basic public services in urban and rural areas of Xinjiang,and summarizes its problems,further explores the causes of this phenomenon,draws lessons from the experience and enlightenment of promoting the equalization of urban and rural basic public services both at home and abroad,and puts forward to promote the level of equal basic public services between urban and rural areas in Xinjiang.
