Study On Rural Community Construction Under The Perspective Of Synergetics

According to the statistical bulletin of national economic and social development in2014,although the percentage of urban residents is 54.77%,rural population accounted for45.23%,it is undeniable in nearly 1.4 billion population of the total's.The large number of rural population is still a difficult problem that we can not overlook.At the 18 th National People 's Congress,the Communist Party of China proposed to strengthen and reform the social management system: emphasize to strengthen social foundational management and at the same time force to construct the service system and increase the structure of urban and rural community services.The 13 th Five-Year Plan involved in promoting the harmonious development of urban and rural construction,pointed to promote the integration of urban and rural development system,urging the equitable exchange of urban and rural factors,rational allocation of resources and basic public services to achieve urban and rural equalization.Therefore,not only in the theoretical significance,but also in the reality of the construction for rural communities,it is urgent to study the rural community construction.Rural community construction belongs to the field of grass-roots governance.When talking about governance issues,it is the first to bear the brunt of being linked to governance theory and good governance theory.But this article trys to analyse rural community construction from the perspective of Synergetics.Because of bear application about synergetic theory in the study of rural communities,this paper will apply the physical concept to the study of the rural community construction,in order to supple and full fill the theoretical application in social sciences,and at the same time enrich the social science,which is of great significance.Based on the analysis of domestic and foreign literature and the analysis of synergetic theory,this paper will structure it from the theoretical connotation.Through analysing the open,non-equilibrium and non-linear of Pingshanhu Township,we conclude that although the rural community is an open community,the degree of openness is different and the whole degree of openness is low.The non-balance is measured by three indexes,the economic structure,organizational structure and community residents' division,the three indicators is subdivided.Covering 10 rural communities,Pingshanhu,Ziniquan and Hongquan villages' economic structure are quite different.The organizational structure division is not different.The division of community residents is also not the same,from which we come to a conclusion that the Pingshanhu Township's non-linearity isdifferent,the non-linearity is mainly reflected in the non-independent coherence of the system.Through the gray industrial chain analysis,we can calculate the internal coherence.The rural communities of the Mongolian township can synergize by the collaborative analysis of the rural communities in Pingshanhu Township.Then,it is analysed by the synergized parameters from four external input parameters: production factors,policy elements,technical factors and market factors.The analysis conclude that the elements of capital and technical factors are the decision force of the rural community system in Pingshanhu Town,which is called order parameters.Based on the order parameters,we put forward some suggestions to promote the development and enrich the prosperity of the rural community in Pingshanhu township.
