Research On Construction Of Service-oriented Government In China Since The 18th CPC National Congress

The construction of service-oriented government is the re-orientation of government reform and the direction of development,based on the historical background of Internet plus and the international environment of the economic globalization.It is the fundamental objective and value pursuit of administrative reform,concerning the overall situation of social stability,economic development and the well-being of the people.It also plays an important role in the development of China's various undertakings in the new normal.Since the 18 th National Congress,with the Four-Pronged Comprehensive Strategy and Five Development Ideas putting forward,governments at all levels conscientiously have carried out the implementation and taken it as the core idea and spirit guide of government governance.As the building of a moderately prosperous society in all respects entered a crucial moment,building a service-oriented government has great significance for China to achieve the Two Centenary Goals on schedule.Based on the theory of Marxism and the theory of Chinese government construction,this paper takes the method of document research,comparative analysis,theory with practice uniting and some other ways to elaborate the basic connotation,characteristic and construction necessity of the service-oriented government.The service-oriented government is kind of a comprehensive government providing efficient high-quality public goods and public services to the society and public through transformation of public service functions into the main functions of the government,within the boundary restriction of socialist democracy and the rule of law,and under the guiding principle of people-oriented and govern for the people.The construction of a service-oriented government is not only an important guarantee to strengthen the people's position as masters of the country and to achieve the goal of building a moderately prosperous society in all respects,but also an urgent need to shape the good image of the government.Since the 18 th CPC National Congress,the central and local governments have actively engaged in the construction of service-oriented government,and have been explored in both theoretical and practical aspects.Despite the fruitful results,there are still some shortcomings need to be improved.It requires the government to take the transform of the government functions as the core,continually strengthen the cultivation of a comprehensive administrative concept,the reform of government administrative system,the expansion of government services,and the construction of the civilservice.Through the study of the construction of service-oriented government in China since the 18 th CPC National Congress,this paper is hoped to provide some theoretical and methodological reference for promoting service-oriented government construction in future,and to realize the common dream of the 1.4 billion Chinese people at an early date.
