Study On Public Participation In The Construction Of Urban Community Culture

Public participation,also known as citizen participation,as an important form of the development of socialist democracy in China,is one of the core issues of democratic politics.Whether for political countries,or for civil society,public participation is a necessary condition for achieving good governance.The realization of community cultural construction requires public participation and support.Public participation has become one of the important characteristics and contents of urban community culture construction in the world.Urban community culture is dominated by government.There is a top-down channel.The government must act as a good provider,decision makers,managers,supervisors role,and community culture managers should also become a community Cultural construction.There should be another bottom of the channel,so that from the public to individuals and groups of organizations they can participate in the construction of urban community culture system,in order to achieve the government and citizens of the interactive relationship.To achieve the maximization of public interest,which requires government managers in the development of programs,the implementation of the program must take into account the interests of the public demand,the public participation in the community to promote cultural construction,so as to enhance the quality of community culture.Chinese public participation in the construction of community culture research and practice to explore has a late starting,the lack of a more complete theoretical system and operational measures,especially the lack of public participation in the system and system protection.Therefore,this paper starts from the concept of community,community culture,community culture construction and public participation,focusing on the necessity of public participation in community culture construction,and the problems and causes of public participation in community culture construction.The author points out the countermeasures to promote the public participation in community culture construction in our country,hoping to construct the citizen participation system through multi-angle construction.At the same time,we should learn from the public participation in the practice of community participation in community culture.In order to solve the problems of public participation in the current urban community culture construction,to change the public concept,to enhance the public participation consciousness,to construct a wide range of public subjects to participate in the construction of community culture;to improve public participation,from the public,legal and social relevant laws and regulations,the establishment of a scientific public participation system and participation;we should builda participatory public cultural environment,to create a public participation in the social atmosphere,so that participation go deep into the public.
