A Study On The Function Of Government In The Development Of Social Enterprise

Social enterprises in the Western developed countries has made great achievements,its experience shows that the government is the first booster of the development of social enterprises.And the function of our government in the development of social enterprise is not fully played,leading to the development of social enterprises are facing many obstacles and difficulties,so it is of great significance to study the function of the government in the development of social enterprises.This paper analyzes the government function of the developed countries in the social enterprises.With the deepening of the government involvement in the social enterprises,the government has played four functions: advocacy,service,support and cooperation in the development of social enterprises.So in the specific practice,for different social enterprises,the government is how to play its function?In the observation of the study of China's social enterprises,we found that the dominant function of government in different social enterprises is different,and what reason caused the difference? As the social enterprise is a dynamic process of transforming the existing third sector organization,this study draws on two dimensions of Najam's "4C" relationship theory to analyze the relationship between government and social enterprise--goals and strategies to explain the differences of government's functions between governments and social enterprises,so as to further sum up the dominant function of government in the four types of relations in the: in the cooperative relationship should play a service function,in the complementary relationship to play a cooperative function,in the absorption relationship to play a support function,In the conflict relations play a guiding role.The conclusion can be used by the government to manage and support the development of social enterprises.The government can divide the social enterprises into different types according to their differences of the goals and preferences of social enterprises,and play the corresponding leading function for different types of social enterprises.It can promote the social enterprise to develop better.
