It is the basic of the management of civil servents that government agency examines and appraises the job performance of civil servents. According to the diversity of moral,ability,performance and probity shows in the examination,rewards and penalties will be made in order to promote the civil servents' capacity and stuff,which can effectively motivate the initiative of the civil servants , and therfore enhances the efficiency of the goverment administration with the purpose of closing the relationship between the party and the masses.In recent years,more and more attention has been paid by the general administration of customs to the performance appraisal for all staff in the customs system. All levels of the customs agencies have made explorations of a scientific and operational construction of performance appraisal method which has achived remarkable results.However,whether in the customs system or the academic circle,even in theoretic aspect or in practical aspect,the topic of "the performance appraisal for the customs civil servents "still need further researches. A mass of customs units still cannot break through the situation of fighting separately. So a scientific and rigorous system of the performance appraisal for the customs civil servents which has a wide range of application, a strong constraint and a high degree of approval has been strongly called.In recent years,Suifenhe administration of customs has earnestly implemented the laws and regulations on the performance appraisal for the customs civil servents and made many explorations of strengthening appraisal management,sratification of appraisal and estimates of omnibearing,which has achieved the desired objective in a certain sense.But in the view of the new situation and new requirements,we still have a lack of efforts in the following aspects:scientific personnel stratification,setting index according to job responsibilities,reasonable arrangements for the index weight,reflection of the daily work performance and the security of the appraisal.Therefore,a research into the actual conditions of performance appraisal in Suifenhe administration of customs through the deficiency metioned above will be done.By putting forward the improvement countermeasures,a system with wide adpatability and strong operability of basic customs civil servant performance appraisal is going to be built,which is important for the improvement of the overall quality of grassroots customs officers and the level of personnel management.In this article,the frame structure will be devided into five parts.Firstly,the background,purpose,significance and characteristics of writing on the topic of "Customs Civil Cervant Cerformance Cppraisal" will be stated briefly.Secondly,the research literatures and theories about the civil servant performance appraisal and the performance appraisal index system are refered.Then an introduction of the current performance appraisal in Suifenhe Administration of Customs comes the third and in this part the existing probems and the causes will be pointed out.And the focus of the article appears in the fourth part,which gives countermeasures about how to solve the problems mentioned above.In the fifth part,measures of improving the performance appraisal in Suifenhe administration of customs are presented.For my ability is limited,I will conduct an in-depth study of the subject in the purpose of reflecting the overall,refined,scientific and reasonable reality of civil servant performance,with the hope of improving the performance appraisal of civil servants on the subordinate customs level.
