Civil servants training is an important way to improve the comprehensive quality and the vocational level of the civil servants and to reinforce the team construction of the civil servants.It is also the key to improving the governing ability of the government and building a powerful government.In recent years,the party committees and the government at all levels have increased the training of civil servants,and they have made many explorations in this regard.This paper is based on the research on the training of civil servants at home and abroad and the practice of the author's training in civil service.The main methods of civil servants training in Shaanxi are analyzed by adopting document analysis,interview,questionnaire survey and induction in this paper.Summarized the development course and present situation of civil servants training in Shanxi Province.Through the research on the civil servants training of provincial department in Shaanxi,the main problems that exist in the civil servants training are concluded,including the weak training requirements analysis,the inadequate training content,the unitary training method,and the imperfect training evaluation system.Aiming at these problems,combined with the competency theory,human capital theory and the theory of humanistic management,some specific advice such as strengthening the training requirements analysis,enriching the training content,adopting the creative training method,and perfecting the evaluation system are proposed from the perspective of competence.Some measures as to further strengthening the civil servants training in Shaanxi are presented from three perspectives,including enhancing awareness and strengthening the organizational leadership,integrating training resources and fortifying the grassroots foundation,and perfecting the institutional construction and intensifying the guidance and inspection.The paper is divided into five parts:the first part focuses on the background,meaning,thought and method of the research.The second part mainly clarifies the relevant concepts and discusses the theoretical basis of civil service training.The third part expounds the development course and the present situation of the civil servanttraining in shaanxi province;The fourth part summarizes the main problems of the training of civil servants in shaanxi province;The fifth part has pointed out the countermeasures to solve the problem.
