Research On The Construction Of Government Mailbox From The Perspective Of Service-oriented Government

The report of the 18 th National Congress of the Communist Party of China made it clear that it is necessary to build a service-oriented government with functional science,structural optimization,clean and efficient and people's satisfaction.With the continuous development of e-government,the basic coverage of government open e-commerce,the public through more "network" less "road" to obtain government information has become normal.Following the popularity of government websites in all levels of government,the establishment of government mailbox has become a new trend.The government mailbox provides a more convenient network channel for the communication between the government and the citizens.It is also the concrete manifestation of the government service-oriented concept in the transition period,which helps the government to enhance its own credibility and execution,and fully demonstrated the powerful role of Internet technology on electronic government services.However,in the practice of the construction of the mailbox,it is also faced with various problems,which restricts the full play of the role of government mailbox.This paper begins with the concept of "service oriented government" and "government mailbox",and then analyzes the topic of the construction of government mail.And then select the Longhua District "Secretary mailbox" for a typical case analysis,comprehensive combing its development history,operational mechanism,innovative exploration and its initial results.At the same time,it points out the specific problems encountered in the process of construction including reply is not timely,the quality is not high,lack of awareness,coordination and distribution quality should be improved,similar pieces of high repetition rate.And further analyzes the causes of the problem including thinking difficulties,institutional dilemma,technical difficulties and other reasons.On this basis,it explores the countermeasures of how to strengthen the construction of government mailbox from three aspects of strengthen the service consciousness and service ability,optimize service mechanism and service quality,promote the service innovation and construction ability three aspects.
