The Problems And Governance Of Grassroots Petition Work

Petition is an important way for people expressing their words of interest demand,the work related to petition is a major platform for the Party and the government understanding public opinion.A good job with petition can help the Party and government establish a close tie with the people.However,as China's economy has entered a period of new normal,our country has entered the decisive stage in finishing building a moderately prosperous society in all respects,and China's reform has entered a critical stage and a deep water zone,which touches the deep-seated contradictions and the significant benefits adjustment,leads to contradictions and potential risks pilling up,the problems related to petition,especially grassroots petition are becoming more and more serious,that hinders the communication between the Party and the people.According to the “territorial administration,graded responsibility" principles of the new Petition Regulations,most of petition matters are assigned to the grassroots.The key to solve the petition problems is to nip them in the bud at grassroots level.Hence solving the grassroots petition problems,has significance both in theory and practice in helping to do a good job with petition,to promote the social harmony and stability,and to speed up building a moderately prosperous society in all respects.In this thesis,the author summaries the four years' practice in the grassroots petition sector,summaries some prominent problems in the grassroots petition,analyzes the reasons and then put forward some proposals for resolving the grassroots petition problems,after making research on G town.This paper is composed with five chapters,the first chapter expounds the present state of the research about petition both at home and abroad and explains some of the relevant concepts on the petition.The second chapter introduces the petition work of G town,sums up five empirical practices: actively exploring the grid management pattern,establishing a basic information platform,perfecting diversified conflicts and disputes solution mechanism,assigning specific people to solve the petition cases,formulating petition assessment method.And on the study of the petition work of G town,we come up with four prominent problems in the grassroots petition.First,nothing is left in the petition appeals.Second,aggressive behaviors frequently occur.Third,the frequent petitioners' problems are tough to solve.Four,the group petition and skip-level petition are serious.The third chapter,we seek the reasons that cause the petition problems.The fourth chapter is the focus of this paper,on the basis of analyzing the situation of grassroots petition problems and its reasons,the author represents some suggestions on how to do a good job with grassroots petition work.First,improve the petition system,strengthen and innovative social management,broaden and open channels for people's appeals to reduce the petition problems.Second,pay attention to the petition that appears for the first time,focus on the solving the accumulated cases,bring the lawyers and psychological counseling in the petition work,and make the petition work in sunshine to promote settlement of the petition problems.Third,strengthen the construction of grassroots petition cadre group.Fourth,strengthen legal publicity to change the people's incorrect ideas.The fifth chapter is a conclusion of this thesis.
