The Construction And Application Of E-government Comprehensive Evaluation Index System Model

With the improvement of information technology,every country attaches more and more importance to the E-Government.How to establish an equal E-Government for the public benefits and wishes will be the issue considered by all countries to solve.A complete set of scientific and efficient evaluation system should be relied on to measure the development and performance of E-Government and direct its developing model.According to the current situation and characteristics of E-Government in Province,this paper aims at searching the scientific and efficient evaluation method and designing the flexible and dynamic model of E-Government evaluation index system.With comprehensive analysis,this paper studies the developing situation of E-Government and evaluation of E-Government,summarizes the designing idea of “one network,one platform,one center” and the features of unified planning and complicated and multiple items,analyzes the existing issues in evaluation of E-Government such as lack of unified model,lack of public orientation and inadequate performance evaluation.Using the method of contrast analysis,this paper analyzes the New Public Management theory,scientific evaluation system and the concept of enterprises performance evaluation.The method of Dephi-BSC(Balance Score Card)is innovatively raised in the paper and effectively realized the transformation from public deman ds to concrete index,which satisfies the requirement of public demands and furthermore realizes the targets of having the local situation in mind and insisting long-term plan.With the quality function deployment in product design theory,the public demands of E-Government are inducted and deducted in different administrative level and transformed into quality engineering instruments at different stages of E-Government construction.Aiming at the reality of E-Government in and according to the model establishment process,this paper indicates the model 's structure,constructs the calculate formula of index weight with analytic hierarchy process and establishes the E-Government comprehensive evaluation index system model in province,Based on the New Public Management theory,this paper studies the model of E-Government evaluation index system and discusses the basic theory of E-Government evaluation.The research of evaluation model in the primary stage of E-Government evaluation has considerable significance in the research of E-Government evaluation and construction of E-Government.
