The Local Government's Behavior Research On The Selection & Evaluation Utilization Of GDP Related Indicators

Nowadays,China's regional development strategy has been experiencing transformation from the “ Two Master Plannings ” to “ Balance different parts of china as well as Coordinate home and abroad ”.The 3rd Plenary Session of the 18 th Central Committee of the Communist Party of China had proposed a guideline that adhering to the new path of urbanization with Chinese characteristics,highlighting the integrity,centralization and comm-ding of the new type regional development policy system of urbanization.However,the urban development evaluation of China always demonstrate it with d-centralization,abnormality and d-regulation,such as the current evaluation appraisal always identified as political achievement and cadre assessment.“ The Pressuring Institutional” of local government is not necessarily consistent with the administrative resources,control capability and the local scenarios;Considering copying with the system pressure and avoidance of political risk,local government evaluation subject facing the internal role conflict & institutional malfunction,which cause the selective perception of evaluation instruments and furthermore impose influence on the prescribed value,value-oriented evaluation is replaced with simplified“indicator scheming”.As a result,there rise distinct differences between practical behavior logic and idealistic value benchmark in the urban development evaluation.This paper select related practice and typical academic cases as analysis summary home and abroad,in line with “ Value-Institution-Method ” evaluation principle of regional development policy,attempts to integrate regional economics,public administration,urban penology as the theoretical basis of humanistic geography and other multidisciplinary cross subjects.It pursues a comparative study on the urban development evaluation cases of Guangzhou in2008,2012 and 2013,aiming at reviewing the defector manipulation through the examination of governance-themed discourse and institutional system,so as to analyze the features and logic of local government behavioral pattern.Meanwhile,GDP-Related indicator selection &evaluation utilization as the tangent point,from the selection purpose,principle,responsibility division,evaluation subjects,the explication,grading and so on,basing on the planning.Hierarchical levels and Time series comparative analysis to conduct in-depth researches.Finally,it selects typical GDP-related indicators from statistical yearbook to Coupling Coordination Degree analysis,for the purpose of summarizing the characterization findings about local government behavior in regional policy evaluation from the differences,promoting the experiences of GDP indicators' selection & evaluation utilization,for the more,trying to popularize among other indicators' evaluation.
