China And British Railway Police Comparative Study On Police Operating Mechanism

Nowadays,with the rapid development of Chinese railway,the Chinese railway police has faced a great challenge of the growing number of security tasks.Although the Chinese railway police has made a set of police operating mechanism,there are also some shortcomings of the system like wide division of work,confused functions,dispersion forces,etc.As the British railway is the world earliest railway,the British transport police(BTP)must have a deep development in its police operating mechanism.Maybe there are some differences between Chinese railway police and BTP in history,management and organization,we can also learn from the BTP's advanced experiences and practices in police operating mechanism.This paper aims to research and compare the difference of the railway police's police operating mechanism between the two countries and put forward suggestions and proposals for the Chinese railway police based on the BTP's experiences and practices.There are mainly four parts.The first part is about the definition of policing and the introduction of Chinese railway police current police operating mechanism with its management,law enforcement and community work to draw forth the following questions.The second part is the comparison of police operating mechanism between the Chinese railway police and the BTP,introducing the BTP's general situation and its police operating mechanism,then made a detailed comparison of the two railway police's inner and outside police operating mechanism in personnel division,policing force,education and training,type of alarm,crime preventions,public relations,and information disclosure.The third part write about the enlightenment and reference after the comparison.Through comparison between the two countries,the experience of BTP that worth our learning will be marked.In a conclusion,we need to,based on our railway police's situation,absorb from the beneficial accomplishments made by BTP and speed up the perfection of our Chinese railway police's police operating mechanism developed.
