Study On The New Rural Governance Model

For rural work,the key lies in the realization of effective governance in rural areas.In recent years,the new central collective leadership has always focused on the construction of rural governance model,the construction of new socialist countryside.As far as the current situation is concerned,although some achievements have been made in rural areas,some problems caused by the mode of rural governance has become an obstacle to economic growth and structural adjustment.In particular,the most prominent problems exist in the villagers' self government organization,the main body of the rural governance model and there problems are in urgent need to be solved in the process of optimizing the rural governance model.The villagers' autonomous organization not only shoulders the responsibility of rural governance,but also bears the economic development function and political function,so it is the embodiment of state functions.Whether it can effectively play its functions is closely related to the realization of well-off society in rural areas,to the deepening reform carried out in rural areas,and the development and stability of rural areas.At present,the country is in a critical period of structural adjustment,maintaining stability and promoting development,the quality of rural governance structure is related to the national political stability,social stability and economic recovery.The fourth part,the focus of this paper,describes how to optimize the rural governance mode,including to optimize mechanism,establish sound system and improve quality by centering on the subject of rural governance so as to improve the rural governance structure,improve the scientific and normative performance of farmers' autonomy organization and make the rural governance structure adaptive to the needs of the "four comprehensive construction”.Based on the reality of rural governance structure,this paper is divided into four parts.The first part introduces the research purpose,significance and research status.The second part describes the related theories of the new rural governance mode,andxplains the related concepts,the development process of China's rural governance structure after the founding of the PRC,with an emphasis on the key point of optimizing the rural governance structure for the new socialist countryside.The third part finds out the problems and causes of the current rural governance model.the fourtpart,the focus of this paper,describes how to optimize the rural governance mode,including to optimize mechanism,establish sound system and improve quality by centering on the subject of rural governance so asto improve the rural governance structure,improve the scientific and normative performance of farmers' autonomy organization and make the rural governance structure adaptive to the needs of the "four comprehensive construction”.Thus,whether rural areas can be effectively governed is closely related to the economic tendency during the "13th Five-Year" and determines the realization of structural adjustment,steady growth and development.Therefore,restless efforts should be made to find the critical problems that restrict the improvement of rural governance structure based on the actual situation of villagers' autonomy mechanism in the construction of new socialist countryside.
