Since human society has its own historical records,it has been suffering from various disasters in the natural world.Human society itself is constantly producing all kinds of production accidents and social security emergencies.In the field of emergency management plans the latest research results are case-based reasoning and simulation research.Case-based reasoning method input overall feature data of an even in the case library to match the emergency plan;Simulation method through the initial data set to get the results of a variety of emergencies evolved.But the simulation data acquisition and analysis are more inclined to weaken the driven factors of scenario data of the occurrence of events.All of these studies are based on the assumption that the scenario factors are not decisive.In fact,similar scenes,elements,data in different social emergencies constantly appear.This research focuses on the driving role of scenario data in social emergencies,through in-depth analysis of the actual case,we extract the scenario data,then data clustering,coding and analysis are carried out by means of the theory of grounded theory.Then we identify key scenario data for several social security incidents.In this study,by analyzing the law and the principle of mutual relation of social security incidents,we created social security incidents scenario chain expression strategy,and based on this expression strategy,we construct the social security incidents management strategy model as: EM={Si,Eleim,Dataimn,KeyChainimn(Resourceimn,Counterforceimn)}.Last,we put scenario data into this model to study chain-broken and chain-filled emergency management countermeasures of social security incidents.
