| According to the 14th Five-Year Plan of the People’s Republic of China for National Economic and Social Development and the Outline of the Vision and Goals for 2035,"deepening the ’Internet plus government services’ and improving the functions of the online service platform integrated with the whole process" is an important part of promoting the modernization of government governance.In 2018,Shanghai Municipal Government officially put forward the concept of "one-stop operation through Internet",which has brought online government services to a new stage.However,in the process of the promotion of the "One-stop operation",there are still problems such as difficult information sharing,information leakage and frequent fraud,which have become major obstacles to the further promotion of the "Internet +government services" strategy and affect the implementation efficiency of government services.In order to improve the efficiency of government services and facilitate the production and life of the people,it is necessary to explore the problems and causes in the operation of "one-stop operation".First of all,this paper defines the two concepts of "all-in-one operation" and process reengineering,analyzes the development situation of "all-in-one operation",and summarizes the previous research results.At the same time,based on the theory of service-oriented government and process reengineering,this paper analyzes the actual situation of "all-in-one government" government service and summarizes the development process of "all-in-one government" with the operation logic of "all-in-one government" as the starting point.Secondly,a questionnaire was designed to investigate the operation of "One-stop Operation".The method of random sampling and snowballing was adopted to collect online and offline data and analyze the operation effect of "one-stop operation" by combining the method of literature research.Finally,the problems existing in the operation of "One Network access Office" are sorted out,including: "information island" exists in the sharing of government data and information,the lack of standardization and unity of government service standards,and the hidden dangers of network data and information security.This paper analyzes the causes of these problems,such as the imperfect construction of relevant laws and regulations,the imperfect sharing mechanism of government affairs data and information,the influence of departmental interests on information sharing,the incomplete construction of supporting systems,and the incomplete construction of network security,and puts forward targeted solutions.It includes establishing and perfecting relevant legal system,improving information sharing mechanism,establishing standardized and unified standard system,and speeding up the construction of security system. |
