Governance Performance Of Government Under The Mode Of Deliberative Democracy

Deliberative democracy is the improvement and supplement of representative democracy.Wenling is recognized as a model of deliberative democracy practice among grass-roots units.Deliberative democracy has been playing an important role in the promotion of rural political democratization.It can also ensure the orderly participation of farmers and the masses in public decision-making.Since the end of twentieth Century,"Governance" has been frequently used in the academic circles.The governance of local government emphasizes the effective restriction of the public on the government power and the equal interaction between the government and the citizens.It means that the government should encourage and guide people to participate in local affairs,understand the needs of the people in-depth in order to optimize the effectiveness of governance,which is highly compatible with the characteristics of deliberative democracy.Scholars found that performance is not good when they studied the governance performance of local government.Scholars generally believe that the practice of deliberative democracy in Wenling has improved the performance of government governance,but there are few researches which discuss the reason and the number of quantitative analysis papers is also small.Taking the traditional governance mode as the reference case,the governance performance of township government under different modes of governance was measured in this study by using survey data and statistical data.This paper also explored the influence of the political participation,political trust and sense of political efficacy of citizens on the governance performance of the township government.It was found that the governance performance of township government in deliberative democracy mode is significantly higher than that of traditional government governance mode in the area of government transparency,government responsiveness,effectiveness of government performance and social justice.However,the performance was not ideal.The institutionalized political participation level of people in Wenling wasn't significantly higher than that of people in Yueqing.The political trust level of people in Wenling was higher than that of people in Yueqing.The sense of political efficacy level of people in Wenling was lower than that of people in Yueqing.After further correlation and regression analysis,it was found that institutionalized political participation and political trust of citizens and governance performance are positively related under the mode of deliberative democracy,but the effect of institutionalized political participation on the governance performance of township government is limited.Based on the research results,the author made some suggestions to improve the performance of government governance on the problems in the practice of deliberative democracy.
