Charitable Organization Participation In Community Post-Disaster Recovery Of China

Post-disaster recovery and reconstruction work means the end of a disaster treatment,occupying an important role in the emergency management system of different countries.The charitable organizations of China and America play an indispensable role in the process of post-disaster community recovery,and they showed their own characteristics.When the charitable organizations give full play to their advantage,they also face with some dilemma such as: their legal status is not clear,they lack social credibility and find themselves hard to participate in the recovery and reconstruction independently,they lack funds and human resource and can't participate in the recovery and reconstruction in a long-term,they also lack the institutionalized participation path,and the relevant stakeholders of coordination mechanisms.Then,according to the dilemma faced by China's charitable organizations in the recovery and reconstruction of disasters,based on the theory of government cooperation and citizen participation,this paper collects literature,law and policy background and relevant case,then compares the law system,way and field,effect between China and America when the charitable organizations participate in the recovery and reconstruction.Next this paper analyzes the causes of the difficulties of China's charitable organizations when they participate in post-disaster recovery and reconstruction,and finally gives suggestions on improving the participation of charitable organizations in post-disaster recovery and reconstruction work of China.Through the comparative analysis,it is found that the legal guarantee system of the charitable organizations participating in the post-disaster recovery and reconstruction is imperfect,the motive mechanism of the charity's participation in the post-disaster recovery and reconstruction is lacking,and the lack of social coexistence has weakened the participation consciousness of charity organizations.This is why the charity organization is involved in the dilemma of post-disaster recovery and reconstruction.Therefore,this paper proposes to improve the ability of China's charitable organizations from the aspects of perfecting the legal guarantee mechanism,improving the dynamic mechanism,improving the governance mode,establishing the institutionalized communication platform and constructing the multi-principal coordination mechanism.
