Natural disasters are the challenges that each country will inevitably encounter.Thedestructive power of natural disasters is often amazing. How to conduct post-disasterrestoration and reconstruction is an important part of a work of the government. Recently,China’s major natural disaster-prone, party and government in the disaster area disasterrecovery and reconstruction has achieved important results, but the problem persists, theperformance of the imperfections in the legal system, rights of victims did not receiveeffective protection, relief emphasis on material, civil the force’s lack of participation.Comb near several major post-disaster restoration and reconstruction, such as Wenchuanearthquake recovery and reconstruction, the Zhouqu post-disaster restoration andreconstruction, affirming our achievements, but also pointed out the problem. Lack ofpost-disaster recovery for China’s reconstruction work, the relative maturity of experienceto learn from other countries and regions such as Japan to improve the post-disasterrestoration and reconstruction of the legal system, local government and the federalgovernment, collaboration experience, Taiwan, China to make full use of the civil powerput forward several suggestions for the perfect post-disaster reconstruction in China:improve the post-disaster restoration and reconstruction of the legal system to ensure thatthe victims the right to participate in reconstruction planning, taking into account the reliefof the spiritual level, and strengthen the participation of the civil power.
