In modern society,talent as the most important strategic resources,how to excavate the potential of talents,improve organizational performance and help the organization achieve the goal and the realization of personal value,has become the national competition,the development of enterprises and organizations and one of the most important issues in the process of.With the application of performance management in reality,the status and importance of performance management in organizations become more and more important.At present,China has entered an important stage of deepening market reform,and the government departments in order to adapt to the rapid economic and social development,and constantly practice performance management in government organizations how to play a better role.The public security team as a part of government departments,which is composed of a team of police police branch professional different,how to realize the professional development path,we need according to the operational characteristics and different positions with respect to the implementation of performance management.In order to make the different professional police force with a high degree of professional management team,in a comprehensive and efficient team construction,in line with the development of the public interest maximization of society and the masses,which we need to consider the application of more scientific management,performance management.This paper uses literature method,interview method and comparative analysis method,by starting from the current situation,identify problems and analyze the causes of the problem,combined with the domestic and foreign performance appraisal theory and practice put forward specific optimization ideas,the research on X,the special police brigade police air staff performance management.The study found that the existing performance management departments lack the evaluation index of performance planning and scientific rigor,lack of communication and the lack of implementation stage performance feedback is not conducive to the realization of the performance goal,people can not know about their usual work needs to be improved,to achieve performance goals,the application can the individual incentive effect is very limited and other issues.The performance implementation process has no effective communication,the performance results can not be timely feedback,the result of application is unreasonable and so on.In view of this,based on the target management theory,goal setting theory and contingency theory,through combing the aviation brigade of police development planning,analysis of personnel responsibilities,in line with the basic principles of performance management,according to the performance plan,performance implementation,performance feedback and performance results application,each link in the performance management of the whole optimization of performance management,aviation brigade of police personnel in X city were optimized.
