In the general background of promoting the modernization of national governance system and governance ability as well as deepening the reform of administrative system,to better play to the government administrative function,to resolve the present various contradictions and shackles in the administrative management,to improve the administrative efficiency and people's satisfaction,we must keep pace with the times,and introduce modern scientific management mechanism and method.Performance management as the effective scientific management theory,one of the tools and methods,it proved by practice that can significantly improve the efficiency of the organizations and individuals,it plays an important role for better achieving organizational and individual goals.The concept of performance management has also gradually led from the management of enterprises to administrative management,and China has gradually implemented the performance management based on learning from the western government departments.In 2013,the newly revised state council rules stipulated called“the State Council and departments should implement performance management system and administrative accountability system.” At present,there are many practices of performance management in domestic government departments,and some places have achieved remarkable results.H province's finance department has been the first to implement performance management in the provincial and direct departments since 2015,and achieved some results,the process also encountered some problems.As an example of the financial department of H Province,this paper in-depth understanding of the performance management system,studying the development process,summing up the successful experience,analyzing the problems seriously,putting forward optimized improvement measures,and puts forward opinions to further improve the performance management work.This paper focuses on the case of performance management in the finance department of H province,and mainly adopts the method of combining theory with practice.First,from the literature research,one is the research at home and abroad about the history and status of performance management in the government department,the second is the study of the performance management related theory;this research is for the government performance management theory reserves.Based on in-depth knowledge of relevant literature and books,I have made a comprehensive understanding of the performancemanagement of the finance department of H province through field visits and individual interviews.This paper briefly introduces the traditional management mode of finance department before implementing performance management and points out the necessity of implementing performance management.Then,the H provincial departments of performance management system and operation mode were studied,analyzing achieved successful experience and existent insufficiency,the optimization measures of perfecting the “five systems,a platform”was put forward.Finally,from aiming at the status of the performance management for administrative unit,the views and suggestions to further do a good job on administrative department performance management works are put forward.This study is planned to be helpful to promote the performance management level of finance department in H province and provide a reference for other administrative units to implement performance management.
