The Study Of The Urban Residents' Participation In Community Governance

In recent years,with the development of Chinese social economy and urbanization process,the complexity of urban community governance is becoming more and more obvious.It requires the urban management departments to change management philosophy,to innovate management mode,to improve the responsiveness of community residents and to take community residents' satisfaction as the goal.In this context,the status of urban community residents' participation in community governance is becoming more and more important.Residents' participation in community governance can supervise the operation of public power,promote the government to improve management efficiency,enhance the legitimacy of the policy and protect the interests of residents.Community residents are the main body of community governance and the main way for them to participate is "residents' participation".Extensive residents' participation will be a hallmark and intrinsic motivation for community development.Residents'participation plays a basic role in improving the urban community governance mechanism,promoting the construction of socialist democratic politics and spiritual civilization,promoting sustainable development and comprehensive progress of the whole society.However,in the previous model of community governance,the importance of residents'participation was insufficient,which has led a series of problems,such as low participation rate,the lack of initiative and so on.And now it becomes a bottleneck problem of community development.In order to solve this situation,how to improve community management,how to create benefit conditions for residents' participation in governance,how to pay attention to increase residents' participation become the author's concern.By analyzing the problems of urban community residents' participation in community governance,this paper makes a summary on Jinan.First of all,residents' participation is conducive to deepening the political system reform.Residents' active participation can enable the community to accept and undertake a large number of affairs,promote the transformation of government functions,improve government's abilities of decision-making and implementation and enhance the legitimacy and cohesion of the government.Secondly,residents' participation is conducive to promoting the overall social revolution.Residents' participation makes the community undertake the government's functions,which to some degree,solves the problem of insufficient supply of public services.At the same time,the institutionalization of the channels of the residents'participation creates an important condition to create a positive citizens spirit and then promotes the realization of grassroots democracy.Thirdly,residents' participation is conducive to promoting the healthy development of community.Community participation can make good use of social groups and integrate the dominant resources in the community,then form a diverse and efficient interactive mechanism to promote the rational allocation of resources.This paper will seek countermeasures to improve the rate of residents'participation,to strengthen the functions of community and to.improve community governance by exploring the reasons for low participation of residents.
