Study On The Current Problems And Countermeasures Of Township Governance In China

The third Plenary session of the 18 CPC Central Committee proposed that the modernization of the national governance capacity and system should be regarded as the overall goal of comprehensively deepening the reform in our country,and the township governance ability is an important part of the national governance capability.The effectiveness of its governance is related to whether the country can expand the legal basis at the grass-roots level,and whether the grass-roots institutional environment can be improved.The governance objects of villages and towns involve the vast number of peasants and the rural areas with low development level,and the interests are complicated.The problems of agriculture,rural areas and farmers have long troubled the development of social modernization at the grass-roots level,and the farmers' consciousness of political participation has been strengthened.The traditional single main governance model of government has not been able to meet the needs of the development of social modernization in villages and towns for a long time.This paper analyzes the historical process of township governance,finds out and analyzes the existing problems,and puts forward some countermeasures to strengthen and perfect the township governance in China.This study mainly discusses the problems in the process of township governance transformation in China and puts forward the innovative ways of township governance under the new situation.Chinese scholars and our party study on governance as the breakthrough point,Western scholars from governance structure,multi-center governance,governance mechanism and other aspects of the definition of governance,while domestic scholars more emphasis on governance and the integration of government and society.We advocate to return power to the government and the people,stimulate the vitality of civil society,and form the governance process of pluralistic coordination and interaction.Our party innovates and develops the theory of government.In this paper,the concept of township governance is defined as the process of power distribution and application of public goods in this region,so as to realize the maximization of public interest.Starting from this definition,the present township governance in China presents four main features: pluralistic governance,direct governance,two-way interactive governance and legal governance.The second part of this paper is the historical evolution and practical significance of township governance.According to the division of time between the early days of the founding of the people's Republic of China,the period of the people's commune,the eve of the reform of rural taxes and fees and the period after the reform of the rural taxes and fees,this paper briefly describes the history of the development of The role and role played by the historical period,pointing out the practical significance that township governance still plays an important role in the construction of grass-roots political power under the new situation,is helpful for the government to realize the transformation and better social management.The third part of this paper points out the problems in the process of township governance in our country.Firstly,the government "arbitrary" and only responsible for the backward concept of governance;Secondly,the government is a single main body of governance in the process of township governance,and the main role of social organizations and citizens is very limited;the third is that the means of governance are old,too much attention to administrative orders,and no means of information-based governance.Sports governance is the main technical tool to deal with the higher level.Part 4th of this paper,from the transformation of the concept of township government governance,to build a multi-party governance structure,Improve the township governance mechanism in view of the current township governance problems in China put forward countermeasures.The conclusion of this paper is to promote the modernization of the national governance system,and the transformation of township governance is very important.As the most basic political power in China,the administrative region of the township is oriented towards the whole rural society,farmers and agriculture.The complex problems in rural areas affect the relationship between the state and society at the township level,and whether or not these problems can be solved well is of great significance to the legitimacy of the state power at the grass-roots level.It is an important task of township governance to optimize the pattern of township governance,to promote the modernization of township governance,to promote the overall deepening of reform and to promote the development of China's society to a new stage.
