Use Of Overseas Resources To Promote Fujian's 21st Century Maritime Silk Road Core Space Construction

With the formulation of the "One Belt and One Road" initiative and the designation of Fujian as a core area of "21st Century Maritime Silk Road"(hereinafter referred to as "Maritime Silk Road Core Area"),Fujian faces the issue of promoting the development of the Maritime Silk Road Core Area by utilizing its own advantages.Since both the Vision and Actions on Jointly Building Silk Road Economic Belt and 21st-Century Maritime Silk Road(hereinafter,"Vision and Actions")and The Plan for Building Fujian into the Core Area of the 21st-Century Maritime Silk Road(hereinafter,Plan)mention bringing the advantages of overseas Chinese into full play in the development of "One Belt and One Road",Fujian,as a well-known hometown of overseas Chinese,has to address the new issue of how to tap the resources of overseas Chinese to promote the development of the Maritime Silk Road Core Area.Adopting a perspective of public administation and the methods of literature research,statistical analysis,and inductive analysis,the thesis focuses on utilizing the resources of overseas Chinese to advance the development of Maritime Silk Road Core Area.The major points of the thesis are as follows:Through literature research,this thesis believes that the ethnic identity of overseas Chinese and the resources of overseas Chinese as a soft power determines the feasibility of of utilizing the resources of overseas Chinese to bring forward the development of Maritime Silk Road Core Area.On the basis of data analysis,the thesis examines the impact of the resources of overseas Chinese on the Maritime Silk Road Core Area,and points out that the resources of overseas Chinese constitute the foundation for the development of Maritime Silk Road Core Area.Then,by referring to the Plan,the thesis analyzes the distribution of the resources of overseas Chinese in the countries and regions along the Maritime Silk Road,and comes to the conclusion that the layout focus of utilizing the resources of overseas Chinese to promote the development of Maritime Silk Road Core Area is not well-defined and that there are no coordinated arrangements between the resources of overseas Chinese and the development of Maritime Silk Road Core Area,which determines the weaknesses of lack of relevance,imbalance of supply and demand and lack of maintenance in taping the resources of overseas Chinese in developing Maritime Silk Road Core Area.Through inductive analysis,the thesis proposes a reasonal layout focusing on "one line and two points",a precise docketing of supply and demand on a demand-driven basis and a target planning that takes both weaknesses and strengths into consideration in the process of utilizing the resources of overseas Chinese to promote the development of Maritime Silk Road Core Area.In addition,the thesis puts worward several specific suggestions for utilizing the resources of overseas Chinese to advanve the development of Maritime Silk Road Core Area--introducing Maritime Silk Road Core Area through the media of overseas Chinese;establishing a financing platform to pool the financial means of overseas Chinese in the development of the Maritime Silk Road Core Area;building Maritime Silk Road Core Area Sci-tech Creative Park for overseas Chinese;and developing interest of the new generation of overseas Chinese in Fujian's culture.The innovative points of this thesis lie in the fact that it develops an overall train of thought for reasonably utilizing the resources of overseas Chinese and proposes some policy suggestions on taping the resources of overseas Chinese to bring forward the development of Maritime Silk Road Core Area after exploring the current problems existing in utilizing the resources of overseas Chinese in developing Maritime Silk Road Core Area.
