| From the eighteenth National Congress proposed to promote the reform of the administrative approval system of government departments at all levels,the State Council has carried out a number of provinces and municipalities in the country to carry out administrative approval reform pilot work.Its main requirements are: to provide efficient and convenient services for enterprises and the public as the fundamental goal,to clean up and reduce administrative approval matters,optimize the approval process,public approval standards,standardize government approval behavior and strengthen supervision and management as the focus,to achieve reform and innovation of administrative approval methods,and significantly improve the efficiency of the current administrative approval at all levels of government.In 2017,Lianhu District,as one of the pilots,took the lead in carrying out the pilot work of relatively centralized administrative licensing rights reform in Shaanxi Province,and through the development of the past five years,a "Lianhu Model" of administrative approval process optimization was about to come out.In recent years,Lianhu District Administrative Approval Service Bureau,as the "builder" of the Lianhu District government service system,in order to further optimize the current approval process,to facilitate the people for the purpose of building a modern,efficient and intelligent government service system,driven by technological innovation,through innovative approval methods,simplify the approval process,reduce application materials,improve the approval platform,strengthen supervision and management and other comprehensive reform measures,greatly improving the efficiency of administrative approval,for enterprises,the masses to do delete the complicated and simplify,reduce the threshold.Some achievements have also been made in lowering the threshold.However,at present,the administrative approval process in Lianhu District still has problems such as difficulty in departmental collaboration,limited approval matters,low degree of intelligence in the approval process,and weak supervision.Therefore,this article takes the reform of the administrative approval process in Lianhu District as an example,visits the Lianhu District Government Affairs Service Center,studies the results and existing problems achieved by Lianhu District in the optimization of the administrative approval process,the author conducted investigations and interviews with the main persons in charge of the Lianhu District Administrative Examination and Approval Bureau and the Government Service Center,as well as the enterprises and the masses who came to work,and analyzed and found out the problems and their causes in the Lianhu District’s administrative examination and approval process.Combined with the actual development of Lianhu District,Propose corresponding countermeasures such as adjusting the acceptance process,enhancing collaboration,improving the entry of items,smooth data sharing,integrating the approval platform,and strengthening supervision to solve the problems existing in the administrative approval process of Lianhu District,help it to further improve the approval efficiency and service quality,and then kneel in Service-oriented government construction. |
