With the transformation of rural economic modernization,profound changes have taken place in its social structure.While making progress in rural areas,we have to admit that rural social development faces some difficulties,from the marginalization of rural areas to the hollowing out of rural culture.In particular,since the reform and opening up,the gap between urban and rural areas has continued to widen,not only at the physical level,but also at the level of thinking,concept and culture.The traditional rural society has been deconstructed and infiltrated by modern civilization in many dimensions.Under this complex background of governance,a phenomenon of "New Able Villagers"(New Xiangxian)returning and contributing to the countryside has emerged throughout the country.The term "New Able Villagers"has gradually entered the field of vision of scholars and triggered extensive discussion.From " Traditional Able Villagers " to" New Able Villagers ",what kind of historical changes have experienced?What is the specific content of " New Able Villagers "?How to understand the functions of "New Able Villagers" in current rural governance?How does " New Able Villagers " play its role?In this regard,this article carries out an in-depth study of New Able Villagers 'participation in rural governance from the perspective of history and reality.First of all,by comparing the differences between New Able Villagers and Traditional Able Villagers,it is pointed out that New Able Villagers is the inheritance and development of Traditional Able Villagers.Under the new era background,it has different connotations,characteristics and functions.Then,this article describes the history and internal logic of Able Villagers'participation in rural governance.Through historical analysis,it has been found that Traditional Able Villagers experienced such a process of development from the traditional gentry-protected agent,the profitable agent to the disintegration of the power of the elite.This fully shows that New Able Villagers participate in rural governance because of path dependence.In addition,factors such as the actual needs,emotions and policy promotion have also prompted New Able Villagers to participate in the process of rural governance.At the same time,this article selects three typical cases and they basically can cover the situation of the current rural governance,including Shaoxing,Zhejiang Province,"the Shangyu phenomenon of Xiangxian culture",Jiangsu Baoying's"Jinfeng retreat" project and Anhui Susong's "Township culture enters four churches." These cases described in detail how New Able Villagers was involved in rural governance and gave us a more in-depth understanding of the positive significance of New Able Villagers to rural governance.The role of New Able Villagers is mainly in maintaining rural order,promoting rural development,carrying forward traditional culture,promoting grass-roots democracy,and ultimately becoming "good governance."Finally,the article reveals that New Able Villagers' participation in rural governance is the respect of the state for the self-government ability of the people.It is a profound reform of the rural governance structure,is the reconstruction of the rural governance structure.It also proposed to expand the ranks of New Able Villagers and establish the cultivation and encouragement mechanism for New Able Villagers,so as to transform New Able Villagers' from "good man" to the "master" of his hometown.On this basis,this article also triggered the thinking about New Able Villagers' "legitimacy",and called for providing "legal identity" to New Able Villagers in order to make the countryside better.In conclusion,it is hoped that more New Able Villagers will be able to participate extensively in the process of rural governance and achieve rural vitalization.
