A Report On The Influence Of Citizen Participation On Local Government's Credibility

The credibility of the government is an important indicator of the state of the government's credit.It can be said that the credibility of the government is not only the core part of the social credit system,but also closely related to the political progress,economic development and cultural prosperity of the whole country.However,since the second half of the twentieth Century,most governments around the world are faced with the challenge of the crisis of trust.China is no exception,and show that the level of public credibility of the local government is far below the level of the credibility of the central government.Therefore,the local government of our country must try to improve the credibility of the local government and to reshape the image of the government.The study of government credibility in foreign countries can be traced back to the 60s of last century,and the research results are abundant.In our country,the related research field started late.Since the outbreak of SARS in 2003,we began to carry on a lot of research.At present our country' research about the credibility of the local government is still lack of systematic,the research usually start from the government itself and use qualitative research methods,but rarely from the citizen to study the problem.Therefore,this paper tries to discuss the correlation between citizen participation and the credibility of local government from the perspective of citizen participation,so as to provide a new way to enhance the credibility of local government.The credibility of the local government refers to the trust degree of the public to the four levels of local government.It is a subjective value judgement,which has great practical significance for China's economic and social development.This article try to use social contract theory,cooperative governance theory,principal-agent theory,strong democracy theory and deliberative democracy theory to discuss the problem,there is the correlation between citizen participation and the credibility of the local government.Citizen participation is conducive to exercise civil rights,supervise and restrict public power,improve the scientific degree of public policy and the public's recognition of the government.It can be seen a positive interaction between local government's credibility and citizen participation,citizen participation is beneficial to enhance the credibility of local government,the credibility of local government also affects the enthusiasm of citizen participation.However,the public participation in our country is facing the problems:such as weak citizen participation consciousness,imperfect citizen participation channel and lack of government attention.Therefore,this study attempts to make quantitative analysis to realize the correlation between citizen participation and the credibility of the local government by using the data of 2010 Chinese General Social Survey.To suggest the hypothesis,the article divides the citizen participation into four part:cognition,skills,measure and performance,the measure includes the institutional participation and non institutional participation:such as election,voting,suggestions,and meditation,protest,petition.It is obvious that the latter is contentious.So the study is based on gender,nationality,political situation,level of education as personal background variable,participation cognition,participation skills,participation performance,non institutional contenting participation,institutional participation as the independent variable of the study.The research uses factor analysis,one-way ANOVA,regression analysis and other methods to measure the correlation between local government's credibility and citizen participation.The article from the perspective of citizen participation offer the proposal to enhance the credibility of the local government:first,from the background of citizen,under the framework allows to attract more people to join the Communist Party of the party,develop education actively to culture more cultivation of high-quality citizens.second,cultivate the civil society to enhance the cognition of citizen participation;at the same time,we should respect the citizen's right to know and improve the skills of citizen participation.Then we should further improve the mechanism for the expression of public opinion and smooth channels of citizen participation.Finally we should strength government responsive mechanism to improve the performance of citizen participation.The decline of local government credibility becomes a universal problem in the world.This research from the perspective of citizen participation has great significance.When the local government can pay more attention to its interaction with the citizens,it will certainly get great effort in solving the credibility of the local government.
