Public servants are gaining more and more attention as government representatives since developing of economic and transforming of government functions.On one side,candidate number of public servant entrance exam is growing.But on the other hand,there are talent loss and incentive problems among junior youth public servant who work in the fundamental department.This research is mainly intends to figure out problems,give practical proposals,enrich the theoretical point and angle,and improve government performance.This research is about incentive of Beijing junior public servant.It studies the situation through compensation and benefits,promotion,assess,rewards punishments and training angle,using literature research,contrast method,interviews and questionnaire methods,and based on classical motivation and incentive theories.It is obtained that the problems can be described as: lack of compensation and benefits incentive,imperfect of promotion incentive,incomplete of assesses and rewards incentive,and immaturity of training incentive.Practical proposals are given correspondingly as: Enlarge the influence of compensation and benefits incentive,improve the effect of promotion incentive,enhance assess and rewards incentive,and pay more attention to training incentive.
