The Research On The Internal Governance Structure Of National Central University

Now,the revelation of higher education in China has been in a tough period.As to the system revolution,with the university statute as basis and guaranteed by principal accountability system under the leadership of the party committee,a modern college system with academic committee,teachers ' representatives conference and college council has been preliminarily founded.To promote the comprehensive revelation of colleges and universities,perfecting internal governance structure is one of the most important missions.History tells the up and down.National Central University was one of the most powerful and influential universities during the period of the Republic of China.Its reputation and a first-class educational level are recognized by academic circles.National Central University enjoyed high reputation for various reasons,but the reasonable and effective internal governance structure is an indispensable important factor.Therefore,the research of the internal governance structure of National Central University has great academic value,it means a lot to optimization on the internal governance structure of colleges and universities,both theoretically and practically.This paper is a case study,which is carried out with the method of history analysis and confirmed and supplemented by interview of 3 old schoolfellows of National Central University.Collected and reorganized the organization outline and regulations of National Central University in different periods,and referenced some related history material.This paper sorted out the change process of internal governance structure of National Central University which included the internal governance structure under university district system,the internal governance structure before moving to Sichuan,the internal governance structure after moving to Sichuan.Furthermore,this paper did some detail study about the functions of internal power institutes of National Central University including the committee of administrative affairs,administrative system,professors association,student council,teaching assistant union and how they worked.This research found that principal accountability system under conference decision-making has some extraordinary features such as:simple and efficiency,the highlight on co-determination;the concentration of administrative power;scholarship power permeating administrative power,the emphasizing of university administering by professors;attaching importance to student's right.In addition,the cause the internal governance structure of National Central University was formed also is analyzed in this paper.On one hand,Nan king Higher Normal School and National Southeast University lay a foundation,on the other hand,Nanjing National Government carried out Party Education policy and made a series of laws and regulations.Although there are obvious differences between National Central University and the modern university in the development environment and development level,the internal governance structure of National Central University still worth thinking and learning for the modern public colleges and universities in our country.Absorbing the excellent experience of the internal governance structure of National Central University should clear and definite the similarity and difference between principal accountability system under the leadership of the party committee and principal accountability system under conference decision-making.Based on all above,this paper proposes for perfecting internal governance of contemporary public institute from 4 perspectives.Fist,simply administration organization,improve administration efficiency;Second,perfect collective decision-making system,guarantee scholarship power;Third,perfect supervision system and avoid the inflation of administration power;Last but not the least,give scope to students' power.Due to the historical data on National Central University is not yet open to the public,the study on professors association and teaching assistants union in this research are relatively weak,especially the study on professors' authority and the role in the governance of National Central University.The analysis of teaching assistants union need further exploration.Hoping now research can make up for the shortage of above,and interpret the internal governance structure of National Central University from a new perspective,using the new analysis framework.
