The local normal universities have gone through twice transformation recently: one was proposed to change into comprehensive universities with plenty of disciplines by Beijing normal university at the first ten years in the beginning of 21 century, however, this kind of transformation haven't bring any big change into the development of the local universities. The other one was guided to transform forwards to the Universities of Applied Sciences by the government in 2014. There were about 27 local normal universities in total involved into this transformation. The local universities, which provide normal education to local area and this unique characteristic are different from the ordinary local universities, should be given special attention when they try to transform into Universities of Applied Sciences especially the faculties belong to them. In this context, this research design a questionnaire to make clear some information about faculties in the process of transformation, namely, the degree of understanding the transformation, the attitude of transformation, and the factors of their resistance, which was divided into six parts by Stephen P. Robbins, habits, safety, benefits, unknown affright, acceptance and change processes. This research has investigated 76 teachers in two local normal universities in Hubei province, and then analysis these data by the SPSS 19.0 and achieved some meaningful founds.Firstly, the attitude of faculties about the transformation is impacted by their gender, degree and disciplines. The attitude of male, high degree and liberal arts faculties are higher than the attitude of female, low degree and non-liberal arts faculties. Secondly, the degree of understanding the applied technology can not impact the attitude of faculties, but the degree of comprehending the applied technology can impact the attitude of faculties significantly. Thirdly, according to the size of impact to faculties' resistance, all these factors are unknown affright, change processes, acceptance, benefits, habits and safety respectively. Fourthly, there exist obvious difference in the size and factors of resistance between different gender, ages, ranks, discipline and the attitude of faculties. Furthermore, this research finds that the resistance of faculties is recessive and the faculties' attitude was distributed in a non-normal stance.In summary, this research has found that most of faculties have known this transformation but the degree of understanding this transformation is low. Although most of faculties agreed with this kind of transformation, there exist a little bit of resistance in the process of transformation, especially the unknown affright and the change processes. It can be inferred that the prospect of transformation from local normal universities into the Universities of Applied Sciences is not lucid. At the end of this research, it provides some suggestion to promote the process of transformation, for example, the government should design reasonable strategic measures after analyzing the nature of the Universities of Applied Sciences, the local characteristics and requirement of social-economic development in-deeply.
