Nowadays,China has entered a new era of socialism with Chinese characteristics.High-skilled talents are the most urgently needed and scarce human resource in this era social.It is an urgent task for us to explore how higher education institutions cultivate innovative and high-skilled talents with international competitiveness for the country.The Zhumadian Consensus in 2014 proposed to establish the university of applied sciences,which is a positive response to the shortage of highly-skilled talents.The state Council has published the plan for the implementation of the national vocational education reform in February 2019.The goal of this reform requires that by 2022,a large number of higher education institutions should shift to the Universities of Applied Sciences,and build 50 high-level higher vocational schools and 150 excellent majors,thinking that these vocational education institutions should train applicable type and vocational type people of ability.High-skilled talents,therefore,learning from the experience of foreign Universities of Applied Sciences talent training process,can provide theoretical basis and practical value for China.In the 1990s,the Finnish government established the University of Applied Sciences by enacting relevant policy decrees.It is a strategy for the Finnish government to resolve the lack of high-skilled professional talents and the crisis of the vocational education construction and quality changes.After nearly 30 years,the Universities of Applied Sciences in Finland has developed into a significant part of the Finnish higher education system and has accumulated some successful experience.This research firstly uses the literature research method to sort out and analyze the relevant materials of Finnish University of Applied Sciences expert talent training,and study the training methods and institutional guarantee of the application of expert talents.Through comparative research methods,in-depth study of the Finnish University of Applied Sciences,how to cultivate expert talents to meet social needs for regional and national economic and social development.In order to develop a more systematic and comprehensive understanding of the Finnish University of Applied Science's expert talent training,this paper selects the Turku University of Applied Sciences as a research case,research on the school's expert talent training.So that we can know the uniqueness and superiority of the training of expert talents,in order to provide a useful reference for the cultivation of talents in the transition process of the Universities of Applied Sciences in China.During the nearly 30 years of development of the Finnish Universities of Applied Sciences,the schools has always adhered to the goal of cultivating expert talents in the professional field.Internally the schools implemented a management model of limited liability company system,which has improved the autonomy and flexibility of the Universities of Applied Sciences,and externally strengthened the cooperation between regional companies and sectors,using rigorous external evaluation and diversified funding to ensure the quality of the Universities of Applied Sciences.In the practice of expert talent training in Turku University of Applied Sciences,the school's education is based on the innovation pedagogy which is the characteristics of the school.The school is working-life oriented,and establishes a multi-disciplinary learning environment to fosters an atmosphere of innovation.Students are encouraged to improve their professional practice and innovation ability in multidisciplinary teamwork and project participation.Through the course teaching,students can have profound knowledge and professional knowledge,the school use practical training and project participation to improve students' practical skills in the professional field;in order to create a learning environment for students to cultivate innovative ability,the school also have project hatchery and research hatchery at different stages to encourage students to acquire practical skills in solving practical problems in their practical work.In various activities and courses,teamwork are used to promote the vocational skills and innovation capabilities to developed into an expert talent in the professional field.In the critical period of reform in local colleges to transform into the University of Applied Sciences in China,we can learn from the Finnish University of Applied Sciences' expert talent training model,clarify the training objectives and school orientation,establish a working-life oriented major and curriculum,and create multidisciplinary learning atmosphere for students.The learning environment promotes the development of students' knowledge and skills in the professional field,improves students' cooperative ability and innovation ability,and cultivates high-skilled talents who can contribute to the economic and social development of China.
