China is at a critical stage of industrial transformation and upgrading presently. It is in urgent need of a large number of senior application-oriented talents, such as "Senior White-collars", "Blue-collars" and so on. In 2014, the State Council issued The Decision on Accelerating the Development of Modern Vocational Education proposed concrete measures to build a modern vocational education system, and required to actively promote the construction of the University of Applied Sciences. The successful development experience of the German University of Applied Sciences is greatly valuable to break the bottleneck of building University of Applied Sciences in our country and promote the cultivating mode reform of application-oriented talents at the undergraduate level.In the late 1960 s, because of the Germany’s rapid economic development, the demand from society for application-oriented talents greatly increased. The German government began to explore diversified development models of higher education. After several explorations, the University of Applied Sciences came into being. The early University of Applied Sciences was merged mainly by engineering schools of the better conditions and higher professional schools. Its German name is "Fachhochschulen"(abbreviated FH). But its scale was small and its type was single. The scope of its program establishment was narrower. In the early 1980 s, the German government used the law, policy and other measures comprehensively to promote the development of University of Applied Sciences. Because the would-be students of University of Applied Sciences expanded gradually and its program establishment became comprehensive and clustering, the school-running mode began to be international. It obtained the corresponding degree-granting, and its application-oriented talents cultivating quality was recognized by society. The German University of Applied Sciences has got equal status with universities, vocational colleges and has been an important part of the German "h" type education system currently.This study by research systematically analyzed the school-running characteristics of German University of Applied Sciences using a variety of methods, and innovatively summed up its successful experience. Its school-running characteristics mainly reflect in the following aspects. Firstly, the school-running orientation is clear to serve the society primarily by cultivating senior application-oriented talents. Secondly, its program establishment is flexible, which adapts to the market’s demand by dynamically adjusting the curriculum, updating actively teaching content. Thirdly, the talent-cultivating process focuses on practice, through the establishment of a separate internship semester, and by adapting project-based teaching mode and the "dual system" mode of cultivating talents to enhance practical training. Fourthly, improve the training quality of application-oriented talents by constructing.For our country, first, it is necessary to change the public ideas and make great efforts to train application-oriented talents by using modern vocational education develop policy as the starting point. Secondly, our country should improve the convergence mechanism of the higher education actively and build the new cross-penetration overpass of higher education to provide flow channels for all types of talents. Thirdly, it is necessary to guide the industry enterprises to participate in the application-oriented talents cultivating to promote are diversification of the school-running bodies. Fourthly, colleges and universities should make its own orientation clear, and make professional setting as a starting point. It also should make production-education as a supporting and make "double certificates" teachers for the protection, develop appropriately application of postgraduate education and cultivate senior application-oriented talents.
