College counselors play an important role in ideological and political education and a part of higher education faculty. At the same time, college counselors act as mentors and intimate friends of college students. Since the Ministry of Education issues “Professional Capability Standard of Higher Education Counselors(Provisional)”, more and more researches focused on the study of counselor occupational capability building from different aspects, such as selection mechanisms, training mechanisms, assessment mechanisms, incentives mechanisms, etc. Furthermore, enhancing the professional quality of college counselors provides an important guarantee for strengthening the ideological and political education and building a wholesome outlook to the university students. Moreover, it has a great strategic significance in fully implementing the policy of the Party`s education, keeping in line with the orientation of Chinese socialism school running and promoting the healthy development of higher education.In this research, we illustrate the necessity of improving the professional capacity of college counselors, and we analyze the current situation of college counselors' occupational capability. Besides this, our study pointed out eight specific standards to build a professional college counselor team, which are learning capacity, language and writing capacity, information processing capacity, innovation capacity, employment and entrepreneurship teaching capacity, organizational management and problem-solving capacity, mental health education capacity and emergency solving capacity. In addition,we suggest a series of basic strategies to the professional capability construction of higher education counselors.
